Chelsea could be handed a two-year transfer ban after alleged illegal dealing with under-18 players

The transfer of under-18 players to different countries is banned by FIFA, unless they meet the governing body's criteria.

The involvement of European heavyweights in illegal acquisitions of promising youngsters is nothing new in today's footballing world. The likes of Barcelona and Real Madrid have already been embroiled in such controversies in the past, and have received transfer bans. Now it seems that Chelsea will also follow suit.

French website Mediapart via Football Leaks have claimed that the Premier League outfit has had 19 signings under the scanner of a three-year-long investigation, which was first revealed in September 2017. The website has also alleged that 14 of those signings were under 18-years of age. Meanwhile, the London outfit has stated that it will fully co-operate with FIFA.

The Blues further said that the club had shown enough evidence to prove its dealings were on terms with FIFA regulations. According to the website, FIFA's integrity and compliance body have suggested that Roman Abramovich's side should be handed a transfer ban spanning four windows, and also a £45,000 fine.

In a statement, FIFA said, "The proceedings are ongoing and, to date, no decision has been passed by the FIFA judicial bodies." It is being alleged that Burkino Faso's Bertrand Traore signed his first professional contract at the club in 2013 at the age of 18, but hadn't registered until January 2014. Traore now plies his trade in the Ligue 1 for Lyon.

Mediapart has also alleged that FIFA found out that Chelsea deceived the body over dates. Traore was also found to have played 25 times for the club's under-16, under-18 and first team sides, although he wasn't registered by the FA.

According to FIFA rules, the transfer of under-18 players to different countries is banned unless they meet the body's criteria. A player can be transferred if the player's parents move to the country in which the new club is located for non-footballing reasons.

It can also be done if both clubs are in the European Union or European Economic Area and the player is aged between 16 and 18. Then also, the player has to meet other criteria, or they have to live within 100km of the outfit.

Maurizio Sarri's side has already accepted that they paid Traore's mother £155,000, plus £13,000 to the club she chaired (AJE Bobo-Dioulasso) in April 2011, which allows them first refusal over his signature. It is being alleged that the deal was for four and a half years, although the limit for under-18s is only three years. Also, it seems that the club sponsored the player's school, which was £20,000-a-year.

If the transfer ban really takes place, it will be interesting to see how Chelsea cope with the rising competition in Europe, with the top-four battle in the Premier League already tougher than its previous editions.
