The AIFF takes a bold step to promote OCI/PIO players and to develop homegrown goal scorers.

The All India Football Federation (AIFF) is all set to implement a revolutionary decision to reshape squad selection and enhance the player development structure from the forthcoming 2026-27 season.

According to the newly approved proposal, the clubs participating in the Indian Super League (ISL) and the Indian Football League (IFL) will be allowed to field a starting eleven comprising three foreigners and one Overseas Citizen of India (OCI) or a Player of Indian Origin (PIO).

More interestingly, this proposal also mandates that one Indian striker should clock the entire 90 minutes minimum on the pitch in every single match.

This strategic move will address India’s long-term concern of inconsistent opportunities for Indian forwards at the highest level.

For years, Indian football has been dominated by the foreigners at both ends of the pitch, either in the ISL or the IFL.

Overseas players are consistently seen operating as the focal point of their respective teams with match-defining performances. While this approach brought success at club level, improvements in national team performance have been quite limited.

Under the new proposal, the clubs are permitted to field a maximum of three foreigners in their playing eleven. The fourth spot has been carved out for an OCI/PIO player, marking this a mandatory choice for all ISL and IFL clubs.

This 3+1 formula will have a major role to play in India’s surge to deliver promising performances in the upcoming FIFA World Cup 2030 qualifying fixtures.

From now on, clubs should focus on scouting future prospects to create a sustainable Indian core to dominate the forward line not only for their league-level success but also to upscale the nation’s offensive prowess for greater success.
