Following the recent report, which indicated Vince McMahon’s creative involvement during WrestleMania 39, Dave Meltzer on Wrestling Observer Radio explained that although the final decision rested with Vince McMahon, it was Roman Reigns who initially suggested the storyline idea of defeating Cody Rhodes at WrestleMania 39 and then losing to him the following year.

With Paul Heyman’s support, Reigns presented a “very persuasive” case that ultimately proved to be correct. Meltzer added, “Vince made the final call, and [Triple H] Levesque agreed with it, but Vince was the one who decided.”
