AIFF releases Request for Quote to select agency for managing tender process of commercial rights

AIFF aims to complete the tender process and finalise the commercial partner by October 15, 2025.

All India Football Federation (AIFF) has released the Request for Quote (RFQ) earlier on Sunday. This RFQ has been released to pick an agency to manage the process of tender for the commercial rights. The federation made this announcement after the Executive Committee meeting that took place virtually on September 6, 2025.

The selection process will be overseen by a three-member Bid Evaluation Committee (BEC). The BEC will be chaired by Hon’ble Justice L. Nageswara Rao, former Judge of the Supreme Court of India, Mr. Kesavaran Murugasu, member, Audit & Compliance Committee, Asian Football Confederation (AFC), and Mr. Kalyan Chaubey, President, All India Football Federation (AIFF).

Timelines set by AIFF for the bid

AIFF has set the timeline for the selection of the agency to manage the process of tender has been set. For interested agencies, the last date and time of submission of queries for the Pre-Bid Conference is September 9, 2025.

The pre-bid conference will take place on September 10, 2025. The deadline for the parties to submit the bid is September 14, 2025. After the submission of bids by the agencies interested in managing the tender process, the financial bid and technical bid will open on September 15, 2025.

Eligibility criteria set by AIFF for institutional bidders

The Bidder must be a legal entity registered in India with a valid GST registration and PAN. The Bidder mustbe a company, partnership, limited liability partnership, or proprietorship, in existence and being in operation for at least five years.

It should also have prior experience in managing processes for the awarding of rights, like commercial rights. The Bidder should have an average annual turnover/receipt of a minimum of INR 100 Crores for the last five financial Years.

Another important criterion is that the bidder should not be debarred or suspended by institutions like the Government of India, state governments, or any international, national, or regional sports federation. It should also not be involved in any litigation in relation to the services provided by it to such entities.

The Bidder must have experience in executing at least five similar assignments from at least three distinctclients over the past five years, which may be governments, sports federations, and/or leagues in India.

Eligibility criteria for entities at a glance:

  • Registered in India (Company/LLP/Partnership/Proprietorship) with valid GST & PAN, 5+ yrs operation.
  • Not blacklisted/debarred; no pending litigation/enquiry.
  • Avg. annual turnover ≥ INR 100 Cr (last 5 yrs).
  • 5 similar assignments in past 5 yrs from at least 3 distinct clients.

Eligibility criteria for set by AIFF individuals or consultants

The Bidder must hold relevant professional qualifications, certifications, or licenses in the field ofconsultancy or services relevant to the work that has been outlined by AIFF in the RFQ.

Similar to the criterion for institutional bidders, individuals or consultants should also neither be debarred or suspended by institutions like the Government of India, state governments, or any international, national, or regional sports federation, nor be involved in any litigation in relation to the services provided by them to such entities.

The criterion related to the experience is the same as it is for the institutional bidders. The individual or consultant must also have earned professional receipts of a minimum of INR 2.5 Crores over the last five financial Years.

Eligibility criteria for individuals at a glance:

  • Indian citizen, 18+, valid PAN & GST (if applicable).
  • Relevant professional qualifications/certifications/licenses.
  • Not blacklisted/debarred; no pending litigation/enquiry.
  • 5 similar assignments in past 5 yrs from 3+ distinct clients.
  • Professional receipts ≥ INR 2.5 Cr (last 5 yrs).

What is the deadline for the submission of a bid to manage the tender process?

The deadline to submit a bid by interested parties is September 14, 2025.

When will AIFF announce its commercial partner?

AIFF will finalize the commercial partner by October 15, 2025, as mentioned in the joint proposal to the court by the federation and FSDL.
