Manchester City are yet to hear about the 115 charges they have breached
Manchester City and Chelsea have been informed that if they are found guilty of breaking FFP regulations, they risk being expelled from the Premier League.
The 115 allegations that the Prem legal chiefs brought in February 2023 are fiercely contested by City. Furthermore, it is anticipated that the case will be heard by an Independent Commission in late October. Chelsea, in 11th place, has not yet been charged. However, financial malfeasance from the Roman Abramovich era—which involved payments to agents from funds that were not recorded in the club’s records—was brought to light last summer.
According to the Stamford Bridge team’s most recent financial records, £150 million was set aside to pay for any legal expenses when Todd Boehly and associates purchased the team.
And now that Nottingham Forest was docked four points this week by the Commission, the two Premier League heavyweights have been effectively warned they could face the worst punishment.

Robert Glancy KC, sports law expert Mark Hovell, and accounting specialist Steve Holt provide a detailed explanation of their reasoning for reaching the Forest verdict in their 52-page written defence. They also contextualise the £34.5 million profit that the City Ground club broke the Profitability and Sustainability Rules.
They point to the unlimited sanctions available in any case, “ranging from a warning through to expulsion from the Premier League”.
The Commission added: “Where a PSR breach is ‘minor’, then it will be for other Commissions to determine if any points deduction is necessary, appropriate or proportionate.
“But if the breach is properly described as ‘major’ then it may be the case that even a very severe sanction such as expulsion is more appropriate.”
The severity of the claims made against City and the disclosures made by Chelsea indicate that, should they be validated, both cases would fall under the “major” category. Every case is evaluated independently.Furthermore, even though the Forest Tribunal’s ruling would not apply to subsequent commissions, it served as a dire message to both of the Prem giants.
