The competition is a team tournament.

Close to 140 countries are set to participate in the Billie Jean King Cup 2023. The women's tennis tournament was launched in 1963 (as Federation Cup) and is held regularly every year. The name was changed to Fed Cup in 1995, and changed again in September 2020 in honor of tennis legend Billie Jean King.

India is placed in Group I (Asia/Oceania) consisting of China, Thailand, South Korea, Uzbekistan, and Japan. The top two teams after the round-robin stage will progress to the qualifiers while the bottom two teams get relegated to Group II. India finished inside the top four and regained their place in Group I in the 2022 edition.

Before 2020, the tournament was named the Fed Cup.
