What are the Premier League rule changes for 2023-24 season?

The new English top-flight season kicks off in just over a week’s time
The English topflight Premier League will see a couple of rule changes before heading into the next season, these changes are said to be conceived after watching the 2022 World Cup and taking other game hindering factors into consideration. Most of these changes revolve around making sure that the flow of the game is not hindered, and unsportsmanlike behaviour does not dictate the game.
Added time
The Premier League is expected to have longer matches as the games will have more time added in stoppage time. Taking a leaf from the Qatar World Cup’s book, referees will now note down the time before restarts after a goal, celebration, injury, substitution and set piece. All this time in which the clock was ticking but the ball was not in play, will be added into stoppage time.
This change has been introduced after it was discovered that the ball was in play only for 55 minutes per game in the Premier League last season.
Authorities have discovered that goal celebrations have been taking a lot of time and are expected to be added to the stoppage time.
Moreover, authorities are also expected to penalize time wasting tactics which do not involve players actively kicking the ball.

Leniency in giving fouls
Mild Physical contacts will now not necessitate a foul. If the referees believe that physical contact while defending was a deliberate attempt to win the ball back, then despite physical contact a foul will not be awarded. Fouls will only be given if the degree of physical contact exceeds a certain threshold which is to be determined by the referees. This has been done to reduce the number of free kicks given which obstruct the flow of the game. Even if a penalty has been conceded, if the referees believe that the tackle was a deliberate attempt to win the ball, a red card will not be shown.
On the other hand, players will not be allowed to express dissent as often, referees can now book players who will come to talk to them from a distance, this means every time the game is stopped, players are more likely to get booked. It is being hoped that this will result in reduced deliberately induced stoppages throughout the game.
No distracting the kicker
The goalkeeper is not allowed to cause actions which distract the penalty taker, these include moving between the goalposts, touching the net, touching the posts, etc.
