Cody Rhodes vs Roman Reigns was actual plan for WWE WrestleMania 40, before Royal Rumble

Ever since Cody Rhodes returned to WWE, he has been aiming to finish his storyline by becoming the World Champion in WWE. Cody went for the title last year by winning the Royal Rumble, to main event WrestleMania 39 for the Undisputed WWE Universal Championship against Roman Reigns, where he failed to capture the title.
Cody was then taken away from Roman by multiple distractions and fought his way back to win the Royal Rumble 2024, to win the rumble match back to back. Cody at Royal Rumble pointed out Roman Reigns and teased that he is coming for him.
However on the February 2, 2024 episode of SmackDown, Cody said that he wanted Roman Reigns for the Undisputed WWE Universal Championship, but not at WrestleMania. This confused WWE fans and Cody said that he heard from a special council who knows Roman very well is coming after. Which revealed to be The Rock, who had a deep stair with Roman Reigns.
WWE fans were absolutely disappointed with the change in decision and stood against The Rock vs Roman Reigns potential match at WrestleMania 40. The fans showed their disappointment by making the Rock & Roman Reigns faceoff video the most disliked WWE video on YouTube and trended #WeWantCody on social media and chanted against The Rock. As this is going intense, Fightful Select on their report revealed some details on the actual plans for Cody Rhodes one week before Royal Rumble.

Sean Ross Sapp of Fightful Select reported that one week before Royal Rumble, Cody was told to work with Roman Reigns and CM Punk was said to work with Seth Rollins for Wrestlamania 40. There had been a number of reassurances that the match would be happening.
“As of the week before the Royal Rumble, Cody Rhodes was told he was working with Roman Reigns, and the plan was CM Punk vs. Seth Rollins at WrestleMania. There had actually been multiple reassurances to the former that it would be happening.”
