11. Charlotte Flair (2020, 2025)
Charlotte Flair is the first woman to win the Royal Rumble match twice in WWE. She won her first match in 2020 while winning the second one in 2025.
10. Cody Rhodes (2023, 2024)
The American Nightmare Cody Rhodes became the first person in nearly 3 decades to win successive Royal Rumble matches. He entered at No. 30 in the 2023 Rumble match and eliminated Gunther to win the Rumble.
While in the 2024 match, Rhodes entered at no. 15 and went all the way to the end to eliminate the Best in the World CM Punk in his first WWE televised match in nearly a decade to win the 2024 Royal Rumble match.
9. Brock Lesnar (2003, 2022)
Brock Lesnar is the latest member of the exclusive club of multi-time Royal Rumble winners. His first victory came in 2003, less than a year after his main roster debut, setting the stage for a memorable WWE Championship win at WrestleMania XIX.
Lesnar’s controversial second triumph in 2022, despite losing the WWE Championship earlier in the night, raised eyebrows due to its predictable outcome.
8. Hulk Hogan (1990, 1991)

7. Shawn Michaels (1995, 1996)
